At hotels, fitness clubs, and HOA amenity centers across Dallas–Fort Worth, the spa is the neglected second amenity — until the inspector closes it or guests complain that the water is cold, cloudy, or missing the emergency shutoff. Under Texas public pool rules, spas and hot tubs are separately regulated bodies. Most DFW cities fee and permit them separately from the swimming pool. Operator certification covers pools and spas; reopen fees (Fort Worth's $200 per body of water is the familiar example) attach per body. This guide is the compliance map for commercial spas in Class C settings — lodging, clubs, and associations — with the sign inventory inspectors actually look for.
Separate body, separate fee, same facility class
Spas at Class C facilities follow the facility's class framework — lodging, club, school, or POA — but they are not "included" free on the pool's paperwork. Budget and inspect the spa as its own object. Enclosure usually sits inside the same yard regime as the associated pool: Chapter 757 for multiunit rental and property owners associations; 25 TAC Class C enclosure for hotels and many clubs. The spa sign inventory applies either way.
Who buys service: hotel engineering, club facilities directors, and HOA/condo boards. Uptime means a hot soak that members and guests trust — and avoiding spa-only closures that still generate complaints while the main pool stays open.
Required spa signs — 104°F and emergency shutoff
State Figure language in §265.190(h)(4) includes spa-specific warnings. Inspection favorites are the temperature limit and the shutoff marking. Letter heights are part of the rule — a handwritten sticky note is not compliance.
- "DO NOT USE THE SPA IF THE WATER TEMPERATURE IS ABOVE 104 DEGREES FAHRENHEIT" (minimum 1-inch letters)
- "EMERGENCY SPA SHUTOFF" marking at the shutoff switch (2-inch letters)
- Maximum user load posted (DSHS guidance commonly uses 8 square feet per user in spas — confirm the posted number with your local authority)
- Emergency phone location; diarrhea / illness warning; under-14 supervision; no pets (typically 2-inch letters, repeating pool themes for the spa)
- Depth markers meeting spa sizing rules on new, renovated, or replaced installations
Ops failure modes unique to hot water
High bather load in a small hot vessel creates rapid disinfectant demand and biofilm risk. Temperature above the posted safe limit is both a comfort complaint and a compliance issue. Missing shutoff marking is an easy citation. After diarrheal contamination, CDC guidance notes that small vessels may be more practical to drain, scrub, and refill than to hyperchlorinate in place — plan for downtime, not a quiet tablet toss while members soak.

What changes is the buyer and the enclosure path: hotel GMs care about OTA reviews and Fort Worth/Dallas operator cards; clubs lean on member load and often indoor air/humidity; HOA boards own Chapter 757 gate duties for the yard and reserves for a second body of water.
